This tower stands in the grounds of the fire brigade so I guess it is their lookout point over the town. If you look carefully you can see the steps going all the way round to the top. It is very high and probably one of the highest structures in the immediate area because where I live there are no skyscrapers.

Certainly a valid interpretation of high! I wonder how long it takes a fireman to climb up – and down again if he sees a fire!
I guess in the old days they probably used a walkie talkie to report a fire, to the station. I doubt that firemen climb up there anymore I think they wait around until someone reports the exact address via cellphone.

I think you will find that these towers are training towers for absailing down buildings and training with mock fires or controlled fires.
