The longest section looks almost like the part of a pair of spectacles which goes over the ears because it is flat and not rounded.

The end bit is unmistakably like an anchor, so I would have expected the straight part to be a pin, making some kind of maritime badge. The handle part has me flummoxed, though.
Hmmm – I was going to say a tie pin – but it is too big. Maybe a book mark? Agghh! Now I really want to know! haha 🙂
Interesting guesses, yes very big for a tie pin and too bulky for a bookmark.
